1) don't worry about sound card acceleration, that isn't the problem as originally thought, I found this from testing.
2) go to your pacific storm config folder-Pacific Storm Allies\config
3) open mediacfg.xml ( send to wordpad or notepad )
4) go to edit/find and copy paste the following:
5) you will see both of these and the sound problem can be resolved either way, it's up to you. I will explain the dif's:

Once choosing either or both, or which one works best for you, go to the top and select file/save. If using notepad remember to save as Unicode not the default ANSI under the encoding options at the bottom.
....problem solved.
I tested this with tons of units which normally would cause me to lose most sound and works like a charm
